Don't forget this is a presidential election year and if they don't cause some sort of panic among the sheeple they won't get the stampede to run the direction they want.
I goes deeper than you can possibly imagine. I have been told that the now retired head of one of the largest mortgage underwriters had his marching orders direct from the head of a powerful congressional comittee IN WRITING at the very start of this whole mortgage mess.

Back before the Winter Olympics were hosted in Calgary my sister was teaching in Canada. I paid her a visit and picked up a t-shirt with a picture of a person of obvious middle eastern heritage in full Calgary Stampede dress with the traditional bedouin headwear trailing out the back.
This individual was wearing a broad grin, his bola tie was inscribed "Lawrence of Alberta" and the inscription on the shirt in bold letters said:

Be Nice To Me I Have Friends In Alberta

Most people don't know it but you can actually recover more oil from the shale than can be recovered by the more traditional but easier to this time method of pumping. You Canuks are sitting on more oil than most people realize.
