Paypal is just a method of payment.
When I go to a supermarket the cashier doesn't say "you will have to pay twice. your credit card only allows 99 items".
Seriously, could the Paypal payment notice say something like "This payment is for XXX items which are individually listed on the seller's eBid's invoice"?
Finally, to add insult to injury, I have just sent a second invoice to a buyer who bought over 100 stamps. As I raised the invoice I got this note from eBid:-
Note : XXXXXX has purchased other items from you that are unpaid but are already included on another invoice. If you delete the other invoice the items will be available to be combined on this invoice.
I didn't try it but if I had, would I then have been told that there were too many items!!!
Insults like that I could bear to receive!
Not that the situation doesn't need to be resolved but a few nice stamp orders would be good (I was chasing your European stamp shop, Tony. Was within 9 of the same number of listings and then you started to list! I'll never catch you now, unless you sell lots...)

For international limits, it depends on the currency. No PayPal account, then it's $4,000 is the limit. in the US , $10,000 if you have a PayPal account and they charge per single purchase. I can see it would be a pain, If anyone receives a payment for twice that they would have to send 2 invoices. It's a pain, I'm charged 2.9% + 30 cent per transaction, but If I ever sell anything over $10,000, I would be charge the 2.9 % regardless, but I will be more than happy to pay the extra 30 cents on the second invoice.

I don't think anyone has come close to the total limit, Copper. Our problem is the number of items!
