P&P to EU and Rest of world

Is it possible to set up one rate for EU countries and another for the rest of the allowed countries as there is a large price difference when using Royal Mail? Please excuse me if the answer is obvious!

Yes, just tick the EU countries seperately then click on the + sign before ticking all the other countries in the new box that arrives.
