I 'think' evening starts at sunset - so there is no set time as it will vary throughout the year.
we had this convo on here a few years ago
morning- between midnight and noon
afternoon- between noon and 6pm
evening- between 6pm and midnight

I always think the evening starts at what I refer to as "the cocktail hour". The point at which it feels okay to pour your first drink. Mine's six. That's six o'clock, not six drinks!
Oh and night would be the period of darkness between dusk and dawn. Though I have seen it legally defined as 21.00 - 06-00 for the UK.

personally, I see my evening starting at 6pm because we have had our tea, which is really our dinner by that time
