Here I usually do it after I have been paid or after I shipped, as feedback can be altered, should the need arise
I also on eBid leave a feedback as soon as I have been paid, as Meebo has said on eBid feedbacks can easily changed.

I leave feedback and notify the buyer of the shipment date at the same time, right after the item is mailed.
Either right after I'm paid, or when I ship, depending on how busy I am and whether or not I remember. I do this for all sites I use requiring feedback, not just here.
Like the others, when I am paid; then I enter the shipping information when I have actually been to the post office and know it is safely on the way. Got tripped up once years ago - told the buyer it had gone off first class, then had a family emergency and couldn't get to the post office!
So the item wasn't sent till the next day, which because I ship first class mail, was when the buyer expected and needed it to arrive. Therefore I let the buyer down on that occasion - through no fault of my own but learnt the lesson the hard way, that I should only say it's posted, when it actually is.

I leave it when I am certain the item has arrived at the buyer.
I put this on my invoices.
And on my about me page.
As mentioned above, all feedback can be edited, so I don't see it as any big thing.
I tried to work this out logically, and came to the conclusion that a seller wants to get paid, so now I leave feedback when as a seller I have what I want.
The buyer wants the item, as described, and so they leave feedback when that happens.
If there is a problem i.e. damaged in the post, the buyer will soon let the seller know. If things, heaven forbid, get nasty and the seller changes their mind about the positive feedback they left they can always change it with an explanation.
To say at the outset that I as seller will leave feedback after the item has arrived i.e. when the buyer leaves feedback I feel could be suggesting tit-for-tat because of all that buyers got used to on the dark side where feedback became so retaliatory that e***y had to change the rules and which is even more of a mess now.
