Internet Explorer is about the only web browser that does not support the SVG standard (it really is basic stuff, has been a web standard for nearly ten years, and is thus one of the reasons why I don't like IE at all). There are plugins available for IE to enable it to display SVG files and code, Adobe are reportedly dropping theirs soon though.

SVG should import directly to Photoshop and Illustrator (though I have neither so can't confirm this), I can't speak for other commercial apps. GIMP and Inkscape (both free downloads) import SVG fine and can be used to export them as standard image files if required.
CorelDRAW (maybe also CorelPhotoPaint but i haven't tested it yet) can handle .svg (scalable vector graphics). Possibly PaintShop Pro.
As for .jpg formats, in almost all applications, you can grab a corner and stretch or shrink them with your mouse. You don't have to necessarily enter numbers of pixels or milllimeters or inches, etc. for precise dimensions.

It was VERY easy to get the logo into a business card layout and these layouts are given in almost all basic programs like word processors.
For an 'uncomplicated' editor/viewer you may like to look at IrfanView. Useful for just resizing and cropping images for use in listings.

open image useing microsoft office pic manager
go to top bar "picture" pick resize in the drop down box
on the left you will see predefined width and hight choose out of dropdown
save and done
there are a few simple tasks you can do in here cropping, brightness and other simple to use tools
