Are you absolutely sure that you've located the file for upload, that the file fits within the size parameters stated, there is appropriate text in the remaining two sections AND you've ticked the box?
If all the above is as it should be I'd suggest trying a different browser. There's always a small chance that your setup is incompatible.

Thank you Damian. I downloaded Firefox and uploaded the file. Obviously an IE 10 glitch.

I was going to ask what browser you were using but you just answered that.
I have just tried doing an upload with IE 10 and found no problems. So it would appear to be a problem in your IE settings.
I was also going to ask you to view this in your browser: http://mootango.webspace.virginmedia.com/testjs.htm
Though if the answer were 'No' then I would have expected you to have had problems before now.

I'll have to have a play. I am no longer familiar with IE settings as I stopped using it back at version 7. I now only use it to check pages work using its default settings.
The fact that you get a 'Yes' response in IE from testjs.htm means that you are not blocking my site from running Javascript in your IE browser. Javascript is what controls the enabling and disabling of the upload button. So I am a bit stumped at the moment as to why it isn't working for you.
I took your two stores with the most items for your store promos. If you would prefer different ones then let me know.

Been having a play. Have found that if the page is being viewed in 'Compatibility View' then the button does not change state.
You might want to check that my site is not listed under: Tools > Compatibility View Settings
Or you could just try clicking on the small broken page icon in the address bar.
