Do not wish to intentionally promote other commercial sites on Ebid, so I thought I would check first with admin. Can I 'compare' my listing/s with another seller of the same product/s by using an external link? I want to give the potential customer an idea what others are charging for the same product as a real-time comparison. Can someone please advise what Ebid policy is regarding external links?

You could put something like:
"The same item is available on eBay for £xxx"
That would not be an external link and a potential buyer could easily find the listing on eBay (or wherever) for themselves.
