I THINK, legally, you have to be 16 to buy or sell on online auction sites.

As this is difficult to prove online a lot of places require you to register using a credit card to prove you are 18.

In the T&C eBid state that their services are "not available to minors" but don't give an actual age.

I read this as meaning, if you are able to make a legally binding contract in your country of residence, you can have an eBid account.
