PAYPAL Limits are 0.00?

I recently opened up a new Paypal account and upgraded from a personal account to a premier account.

For some strange reason the sending limit is 0.00 and the withdrawing limit is 0.00.

That means I cannot use it to withdraw money or send money, the only thing it is capable of is accepting money. Have paypal changed their ways?

Had same problem for a while. Had to get it verified but had no problem since

Can I get it verified with a credit card?

No it has to go through your bank. Its a bit like a direct payment from bank account with no limits. Same as when someone pays you it goes straight into your account.
On the paypal your account page it will ask you to get verified then it will take two small deposits from your bank. You have to put these in as your answer on a seperate screen. Can take a couple of days though.

I got the two deposits and sent them back through paypal. I am still unverified and cannot withdraw money or send money.

Is there another step I need to make in order to be able to use paypal.

no that should be it. it may take a few days to clear especially at the weekends. Wait till Monday and if no joy email paypal with your problem

I've just set up a Direct Debit with Paypal to lift my limit, and I believe it said once the bank account bit is done, you register a credit card and then phone or post in a letter confirming your address&details.
