perhaps because they're so busy picking on the defenseless motorist for a minor offence like a defunct light

lol, the police catch a significant number of criminals through stopping them for minor motoring offences, so I guess that half the time when they pull a motorist they are hoping to find something else.

I wonder if it isn't the difference between 'catching' and 'convicting' given the number of 'known' criminals let loose by the system or over-crowding these days?

Yeah that happens a lot Jay. The police stop a motorist for a minor offence and then find that the car is stolen, or there is a warrant out for someone in the car, or their suspicions are raised and they find out that the occupants have been involved in an earlier crime, or they find drugs/stolen goods/tools for a crime, in the car.
If I remember correctly wasn't the Yorkshire Ripper caught because a bobby had gone to investigate his car because of a parking offence?

Becomes somewhat less minor if that defunct light is responsable, or partly responsable, for an RTA in which someone loses a life.

I'll second that - that is oh soo very true.
The victim has no rights and no protection under the law whilst the villain has everything in his favour.

We would have more space if we got rid of all the terrorists in our prisons who must hate our country to do what they do....stick them all together on an island somewhere surrounded by shark infested waters.
We used to send our dodgy people to Australia but they won't take them now:(
