If the phone was locked it would have stated 'sim lock' or 'insert sim' on screen.

The problem with Dialing or texting where it comes up 'Network Fail' could mean that the network has failed to connect your call or send your text due to location of the phone, if the phone was purchased overseas it maybe that an english GSM simcard will not work properly in the phone,Network Failed doesn't mean that the phone is locked.

send me the specifications and I'll see my supplier of similar phones and ask him about them particular phones. If anyone here knows about them sort of phones it is him..

Also, How much did you pay for that particular phone?

Secondly, Are you putting the SIM card in the right place? I'm just asking because the Dual SIM phones have 3 slots that look like the slots we would normally use for our SIM cards in our UK phones. Maybe you have it in the wrong slot?
